Bob Bullock Rides Again

From Off the Kuff, an excellent review of the Bullock Amendment, which requires that 2/3rds of all the revenue from any state income tax go to property tax relief and 1/3rd to the schools, with any rate increases subject to voter approval.

Bullock, who was the power in front of the throne when Bush was governor, originally favored a state income tax, then when there was a risk it would be used against in 1994, he submitted this amendment. Bullock was a crafty ol' devil, but when he said "God Bless Texas," he really meant it.
