Yeah, I saw it and my first thought was the timing is great, sandwiched as it was between the murder of Sitting Bull and Wounded Knee. My second thought was this is probably yet another result of Lakota factionalism and apparently I was right. Whatever good Russell Means did back in the day, he's gone off the rails lately (such as trying to void tribal sovereignty just so he can avoid criminal liability in a domestic violence case). And y'all pointed out correctly that most whites have little if any idea how tribal government works (or theoretically works, anyway). This won't even make it as a footnote in the history books.
